MATTER OF URGENT PUBLIC IMPORTANCE 


1. Rep. Saidu Abdullahi moved a motion on the urgent need for the Federal government to proffer a lasting solution to the lingering fuel crisis in the country given the upcoming Yuletide season and it was seconded by Rep. Olanrewaju. 


Rep. Abdullahi in leading the debate bemoaned the fact that during this protracted period of fuel scarcity, Nigerians have been subjected to untold hardship in already trying times. He reminded the House that the earlier excuse made by the authorities in the petroleum sector was that the flooding caused by heavy rains cut off the Lokoja road used to convey petroleum products to other parts of the country. He wondered why the artificial scarcity still persists long after the floods have abated. Rep. Abdullahi pointed to the fact that some parties are smiling to the bank while most Nigerians groan under the weight of the scarcity, which in turn affects and keeps the prices of goods and services skyrocketing to unprecedented high levels. He called on the House to urgently call on the authorities in the petroleum sector to make sure the artificial fuel scarcity is brought to a halt and that the relevant Committees of the House on Petroleum Resources should ensure compliance.

11. Need to Investigate and Prosecute the Perpetrators of the Attack on the Campaign train of Mrs. Natasha Akpoti-Uduaghan in Kogi State:

The House:

 

Notes that Section 14(2) (b) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) provides that the security and welfare of the people of Nigeria shall be the primary purpose of government;

 

Aware that Section 40 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) provides that every person shall be entitled to assemble freely and associate with other persons, and in particular may form or belong to any political party, trade union or any other association for the protection of his or her interests;

 

Also aware that Section 42 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) provides that a citizen of Nigeria of a particular community, ethnic group, place of origin, sex, religion or political affiliation shall not be subjected to any form of discrimination; 

 

Informed that on December, 3 2022, suspected political thugs and hoodlums attacked the campaign train of the Senatorial Candidate of the Peoples' Democratic Party (PDP) of the Kogi Central Senatorial District, Mrs. Natasha Akpoti-Uduaghan during her rally from Okene to Adavi, injuring several persons and shooting one person;

 

Worried that despite the avowed commitment of the federal government to implement the 35% Affirmative Action, discrimination against women seeking elective posts still exists in the country;

 

Disturbed that at a time when all relevant stakeholders are suing for peace and calling on political actors to be tolerant of opposition, thugs and hoodlums, suspected to be sponsored by the opposition, audaciously attack the campaign train of the Senatorial candidate of a political party;

 

Resolves to:

 

(i) condemn the attack on the campaign train of Mrs Natasha Akpoti–Uduaghan as an act of political intolerance that should not be tolerated;

 

(ii) urge the Inspector General of Police to investigate the attack on the campaign train of Mrs Natasha Akpoti–Uduaghan and prosecute those directly and remotely responsible for the attack;

 

(iii) mandate the Committees on Police Affairs and Legislative Compliance to ensure compliance and report back within four (4) weeks for further legislative action.

12. Need to Rehabilitate the Near Collapse of Farin Gada; Gadan Bako; Gadan Sogai; Gada Biyu and Cele Bridges in Bassa and Jos North Local Government Areas of Plateau State:

The House:

 

Notes that Farin Gada, Bako, Sogai, Cele, Gada Biyui and Kwanan Shagari Bridges, Jos Plateau State and Kasancham Bridge in Bassa Local Government Areas were constructed between 1974 and 1980, the Bridges cut across the two Local Government Areas of Bassa/Jos North Federal Constituency of Plateau State;

 

Also notes that the Bridges are major roads linking Plateau State with Bauchi, Kaduna and Kano States, been a city of West African trade for decades;

 

Aware that the bridges are in a deplorable state and at the point of collapsing as they have outlived their lifespan due to frequent vehicular movement;

 

Worried that most of the pillars of the Bridges were washed away by rainfall and erosion which necessitated the involvement of the various community development groups in Bassa and Jos North to clear the blocked passages;

 

Cognizant of the need to urgently rehabilitate the dilapidated Bridges in Plateau State to forestall a total collapse and threats to Socio–Economic development of the areas.

 

Resolves to:

 

(i) urge for the Federal Roads Maintenance Agency (FERMA) to urgently Rehabilitate the near collapsed Bridges;

 

(ii) mandate the Committee on FERMA to capture the rehabilitation of the aforementioned bridges in Bassa and Jos North Local Government Areas in the 2023 budget estimates.

Synopsis of the report:

Rep. Lynda Ikpeazu stated that the Bill seeks to restrict operations of commercial activities inland and coastal shipping (Cabotage) to domestic vessels as well as promote and develop indigenous capacity to thrive within the maritime sector of the nation. It thereby seeks to remove all restricting bottlenecks limiting this local development that will ensure that domestic practitioners can compete favourably with their international counterparts who will also need to patronize them within domestic coastlines.
