Job
Overview/Summary:
- Based in
Monguno the Medical Doctor will support the
implementation of the “Partnering for Resilience to Emergencies through
Transformation of SRHR (PRET-SRHR)” project in Monguno and
Konduga. The Medical Doctor is the clinical supervisor and will oversee
the delivery of right-based quality SRHR services to women and girls
integrated with women protection and empowerments (WPE) and transforming
harmful gender norms in the affected communities and at the supported
health facilities including IRC’s comprehensive women centers (CWCs).
- S/he will
provide direct service delivery (50% of time), provide mentorship and
technical support to RH officer, midwives and clinical support ensuring a
high quality SRHR services (30% of time), and support project management,
procurements, supplies and health facilities administration (20% of time).
- The Medical
Doctor reports to the Reproductive Health Manager and is responsible for
the quality of reproductive health services in the health facilities and
communities of intervention.
Specific
Responsibilities:
Service
delivery and Quality of care management:
- Apply
medical knowledge and skills to prevention, diagnosis, and treatment
according to national guidelines and protocols, and ensure patient
follow-up as needed.
- Ensure the
implementation of minimum initial service package (MISP) for SRHR in
Monguno and Konduga.
- Provide
consultations for antenatal and postnatal care. Identifying and managing
pregnant women at risk while referring as appropriate.
- Supervise
intra-partum care and assist the midwives during childbirth as needed.
- Manage
common complications in pregnancy, delivery, and post-partum phases, and
refer cases requiring comprehensive emergency obstetric and neonatal care.
- Provide
counselling on family planning and provide FP commodities according to the
client’s informed choice.
- Provide
counselling and clinical care for sexual assault survivors and refer for
psycho-social care.
- Provide
post-abortion care according to MoH/International protocol, including
counselling for FP.
- Provide
counselling and treatment of patients with STI, including partner
treatment.
- Maintain
infection prevention and control within and around the facility.
- Ensure all
facilities adhere to instrument processing and sterilization protocols.
- Ensure all
RH services are in line with national/adopted protocols and RH policies
and guidelines are well understood by midwives and other support staff in
the facilities.
- Conduct
period facility readiness assessment and follow up on service point
improvement action plan.
- Promote
social behavioural change and transform harmful gender norms by providing
health and SRHR messages in the communities, in collaboration with
community volunteers.
Project
Management and Reporting:
- The Medical
Doctor shall be responsible for the supervision and day-to-day management
of health activities including support to primary health care facilities,
General Hospital Monguno, IRC CWC, and mobile health services in the IDP
camp and harder to reach areas.
- Contribute
to the PRET SRHR work plan and midterm evaluations, ensure project
activities are implemented according to the work plan and within the
allocated budgets.
- Management
of day-to-day activities of staff and project implementation in accordance
to project proposal.
- Ensure SRHR
basic protocols and other IEC materials are well displayed in the supported
health facilities/CWCs and outreach sites.
- Establish
effective referral mechanism between the supported health facilities and
higher levels of care (secondary and tertiary).
- Identify the
need for referral to secondary care and prepare the patient for referral
including referral notes, pre-referral treatment and arrangement of
transport.
- Monitor the
medical stock/non- medical consumables stock at the facility level and
assist in timely requisition of new supplies from the warehouse.
- Works
closely and coordinates with IRC supply chain to ensure procurements are
initiated and delivered in a timely manner.
- Coordinate
with the State Primary Health Care Development Agency, Local PHC
department and other actors in the area and maintain good relations with
them.
- In
coordination with the RH Manager, identify opportunities to strengthen the
SRHR program.
- S/he will
oversee the stock management of medicines, medical supplies, medical
equipment and prepare timely requisitions for replenishment based on
consumption records.
- S/he will
collect weekly morbidity reports and monitor disease trends in order to
preposition adequate supplies as may be required.
- Participate
in outbreak response and control coordination when applicable and carry
out community-based public health interventions during communicable
disease outbreaks.
- Collaborate
with other relevant sectors such as Women Protection & Empowerment,
Child Protection, Nutrition and Environmental Health and Governance
sectors to ensure holistic service package is available in response to the
needs.
- Responsible
for validation of program data and timely submission to M&E on weekly
basis (number/ gender/ age segregated).
- Work with
M&E team to analyze data on a weekly/monthly basis, feed information
back to the program, and adapts strategies accordingly.
- Provide
weekly/monthly activity reports to the supervisor.
- Supports the
RH manager/M&E officer in monitoring and following up on specific RH
indicators.
Staff
Performance Management, Learning & Development:
- Provide
technical support and guidance for management of complications in
pregnancy, assisted and complicated deliveries, and complications in the
post-natal period.
- Provide
on-the-job coaching (supportive supervision) to RH officer, midwives and
clinic support staff.
- Support RH
Manager to define staff training needs and implement them according to
project objectives.
- Conduct
quarterly clinical skills’ assessment for midwives and follow up on areas
that need improvement.
- Organize and
facilitate formal and informal training for SRHR staff.
- Participate
in and support midwives, community mobilizers and community volunteers in
activities that aim to transform harmful gender norms and increase women’s
SRHR awareness and service utilization.
- Monitor
staff daily attendance at duty posts and ensure time sheets are correctly
filled and submitted monthly.
- Responsible
for management of leave days in a way that ensures staff are available to
cover duties, also supervises the development of monthly work roster.
- Manage staff
performance according to their job description, provide written feedback
in a timely manner and conduct performance management evaluation.
- Adhere to
and act in accordance with the IRC Global HR Policies and Procedures and
communicate through word and example a high standard of compliance with
all applicable policies and regulations.
Coordination
& Representation
- Attend all
relevant meetings in relation to the SRHR program as may be required and
feed in the IRC priorities during meetings.
- Facilitate
field visits for internal and external stakeholders, when required.

Qualifications
Education:
- Degree in
Medicine and Surgery from a recognized institution, with strong public
Health background (MPH or certification in reproductive health is an
added advantage.)
- Must possess
VALID practicing license by Medical and Dental Council of Nigeria.
Work
Experience:
- Minimum
of 3 years post-Internship clinical experience in SRHR and MISP.
- Experience
in supervising health staff at the primary health care level.
- Ability to
work with displaced communities with diverse cultural and ethnic
backgrounds.
- Able to work
in a location with basic living conditions and with limited communication
options.
- Experienced
in report writing (highly recommended)
- Experience
in training, capacity development, and on the job coaching on relevant
SRHR topics; FP, PAC, CCSAS, BEmONC, ANC/PNC and safe delivery.
- Full
professional competency in Microsoft Office Suite, (especially Word,
Excel, Outlook, and PowerPoint).
- Excellent
interpersonal skills; culturally and socially sensitive
- Ability to
work inclusively and collaboratively with a range of partners, including
grassroots community members, religious and youth organizations, and
authorities at different levels.
